A commercial roof plumber works above the downpipe outlet, on sheeting, flashings, rainheads and the roof drainage that moves stormwater clear of the structure. In Queensland, this is licensed work, so a handyman quoting on it is a problem before anyone gets on the roof.
Buildings usually get us out for one of two reasons. Something has stained a wall or ceiling after heavy rain, or someone on site has noticed water spilling over the back edge of a gutter onto the fascia. Ponding left behind once the rain stops points the same way. So does rust under a flashing.

AS/NZS 3500.3 sets box gutters to a much longer storm recurrence interval than eaves gutters, because they sit inside the building line and an overflow discharges into the ceiling rather than over the edge.
HB 39 and the Plumbing Code of Australia both require a dedicated overflow that carries water clear of the structure.
Plenty of older commercial roofs in Brisbane have none. Water banks up behind the gutter and finds the wall cavity on its way down the fascia. Commercial gutter sizes need recalculating whenever roof area changes, after an extension or a new awning goes on.

Commercial roof plumbing covers everything that keeps water off a building and moving away from it. Sheeting, flashings, box gutters, rainheads, tanks, guttering and downpipes. In Queensland, the work sits under plumbing licensing, so gutter-cleaning outfits and handymen legally cannot install or alter any of it. Ask any contractor whose licence the job will be signed off under. On larger jobs, a single licensed roof plumber often supervises a crew of labourers, so ask who will be on the roof.
An eaves gutter hangs off the fascia at the roof edge. A box gutter sits inside the roof line, usually between two roof planes or behind a parapet, and drains to a rainhead or sump. Position changes the risk completely. An overflowing eaves gutter wets the ground. An overflowing box gutter wets the ceiling underneath it, which is why the standard sizes it for a heavier storm and why large gutters for commercial buildings are nearly always box gutters.
Licensed ones do, and it is one of our more common call-outs. A roof leak plumber traces water back to where it entered, which is rarely above the stain on the ceiling. Most commercial leaks we open up come back to a failed flashing or a penetration cut by another trade after the roof was signed off. Sealant over the top buys a season.
Access sets the price before anything else. A roof needing an EWP or scaffold with two people at height sits in a different bracket to one with a safe ladder run. Add disposal, downpipe disconnection, flashing works, and whatever rot appears under the old gutter. Industrial gutter replacement on a live site adds night or weekend work.
The other question is why the full run gets quoted when a few metres look bad. Old profiles are often no longer rolled, so a new section will not join cleanly, dissimilar metals corrode where they meet, and whoever touches the gutter carries the compliance liability for the whole length. Sometimes a section repair is fine, and any commercial roof plumber worth calling will tell you which applies.
